<span lang="EN-GB">Since 2006, Eurohypo Bank and Topos Magazine have awarded prizes for successful examples of urban development. This year's Urban Quality Award (formerly the International Urban Landscape Award) focuses particularly on urban spaces and neighbourhoods </span><span lang="EN-GB">in Germany and France </span><span lang="EN-GB">that provide public benefits and are regarded as amenities by the population.</span>
<span lang="EN-GB">The Urban Quality Award will, then, honour urban planning and architecture that positively influences the experience of public space. The competition is open to all buildings, areas, open spaces, squares, ensembles and infrastructure that are not perceived or used solely for private or commercial purposes but accepted and enjoyed by the general population. The judging process will evaluate the extent to which there is a successful interplay between built and open spaces.</span>
<span lang="EN-GB">The competition is open to landscape architects and architects, private and public-sector developers, investors, planners and other social groups. Projects must have been implemented in the last three years or be close to implementation: in other words, they must be no longer in the conception phase and have proven their feasibility.</span>
<span lang="EN-GB">The Urban Quality Award 2012 is open to submissions from projects in Germany and France. The languages of the competition are German and English. The award sum is EUR 50,000.<br /> <br /> Deadline for submissions: 15 July 2012<br /> Shortlist announced: 15 October 2012</span>

			<content:encoded><![CDATA[This is the first time that <em>Topos</em> – The International Review of Landscape Architecture and Urban Design has awarded the Topos Landscape Award to a practice hailing from the French-speaking world. Thierry Kandjee and Sébastien Penfornis are partners in the transnational, multidisciplinary practice <link http://www.taktyk.net>Taktyk</link>, who direct a team of 11. Sébastien Penfornis (39) is an Architect & Urban Designer and leads their Paris studio. He also gives guest lectures and conducts research on the topic of serendipity in the process of landscape design.  Thierry Kandjee (39) is a landscape architect, consultant and university lecturer based in Brussels, he currently teaches at Versailles. He addresses, among other things, the relationship between landscape structure and social spaces.<br /><br /><img src="uploads/RTEmagicC_taktyk_01.jpg.jpg" alt="" width="540" height="292" />

The Topos Landscape Award 2012 will be awarded to Taktyk because of the way they exemplify how planning offices can be connected in current times, and how they must address the major challenges that face urban designers and landscape planners. Taktyk engages in city making through practice, research, design studio, editing and art installation. Their field of activity is the urban landscape, with its vast variety of challenges. Taktyk works at the intersection of landscape and urban infrastructure. They see themselves as curators and mediators of complex change processes. Their projects range in scale from public open space in Lille, to metropolitan areas such as Brussels and Melbourne.    <br /><br />The wide range of responsibilities taken on by the office, and the broad engagements of the partners in very diverse areas is now recognised with the Topos Landscape Award 2012. The award recognises young teams or individuals who can demonstrate success, and are likely to drive momentum in the development of the profession on an international level.<br /><link http://www.taktyk.net>www.taktyk.net</link><br /><br />The Topos Award has been around since 2002. So far the award has gone to practices such as: Stig L. Andersson Tegnestue (Copenhagen), Karres en Brands (Hilversum), Gross.Max. Fire safety, noise and (as we recently discovered) poor project management issues won't feature heavily in our debates, but rather the conversion plans for these sites, and the wider implications for the city of Berlin. This is a broad topic which has never before been discussed in Berlin. Landscape architect Tone Lindheim will also present the former Oslo Airport Fornebu as a planning precedent to discuss.<br /><br />Please note that the majority of lectures will be given in German, with the exception of Gross.Max, Tone Lindheim and Taktyk, who will present in English.  <br /><br />The Topos Landscape Award 2012 will be presented to the practice <link http://www.taktyk.net>Taktyk </link>(Paris & Brussels) as a part of the conference. <p class="MsoNormal"><span lang="EN-AU">On the 3rd of June 2012 Berlin's new airport in the south-east of the city is due to open. The new Airport will be abbreviated to <em>BER</em>. On the 5th of June Topos Magazine will host a conference in the old buildings of Berlin-Tempelhof. The theme: the new and the old airports. What role will this new airport on the fringes of Berlin play in the development of the city into the future? What will become of Tempelhof, Tegel & Gatow?</span></p>
<p class="MsoNormal"><span lang="EN-AU">Tempelhof has received a lot of coverage, with the competition for the huge open space achieving international attention. The plan for a Garden Show, the IGA 2017, is in full swing. Tegel's future is still not clear: will it become a science and technology precinct like Adlershof, or a conservation area? As for the former British military airbase Gatow, the future seems to be on course: urban agriculture should find its place here. </span></p>
<p class="MsoNormal"><span lang="EN-AU"> </span></p>
<p class="MsoNormal"><span lang="EN-AU">Reiner Negel (Berlin Administrator for City Development & Environment), Christoph Schmidt (Grün Berlin Gmbh), Carlo W. Becker (bgmr Landscape Architects, Berlin), Eelco Hooftman (Gross.Max., Edinburgh), Peter Schatz (WES & Partner, Oyten), Martin Seebauer (Seebauer Wefers and Partners, Berlin) and Tancredi Capatti (Capatti Staubach, Berlin) will give a lecture covering the recent plans and urban design development. </span></p>
<p class="MsoNormal"><span lang="EN-AU"> </span></p>
<p class="MsoNormal"><span lang="EN-AU">The lectures will conclude with a round-table discussion, moderated by Berlin journalist Kristina Pezzei. </span></p>

<p class="MsoNormal"><span lang="EN-AU">Afterwards Tone Lindheim from Büro Bjørbekk & Lindheim (Oslo) and Atelier Dreiseitl (Überlingen) will present development plans for Nansenpark: sited on the grounds of the former Oslo Airport "Fornebu". The park forms the framework for further residential development of the inner-urban area. </span></p>

<p class="MsoNormal"><span lang="EN-US">“Making city is the principal imperative of our times,” became like a rally cry during the opening week of the fifth installment of Rotterdam’s International Architecture Biennale (IABR). This operative claim about the production of urban environments is addressed in a broad range of ways at the various sites, exhibits and events at the Biennale.</span></p>
<p class="MsoNormal"><span lang="EN-US">The IABR was composed by eight curators under the direction of George Brugmans. It runs the gamut in presence, relevance and quality, across three main nodes in Rotterdam and additional sites worldwide. The central Rotterdam exhibit “Making City” is located at the Netherlands Architecture Institute (NAI), part of the museum district in Rotterdam. This makes it easy for the general public to engage with the IABR. The “Making City” NAI component is the most easily comprehensible, at least in parts, for those outside of the design and planning community. This fits the event’s main message that the only way to “make city” is to engage with all people and across disciplines. It is clear that efforts were made to bring the larger public into the IABR. That is important at a time when many people could very well ask: “what is a biennale anyhow?” with no prospect for discovery.</span></p>
<p class="MsoNormal"><span lang="EN-US">The second site in the cascade of main spaces is the “Rotterdam Test Case” located in and around Schieblock, a formerly vacant building located near the central Hofplein area. A massive intersection at Hofplein is an unfortunate example of car-centric planning, and the surrounding areas are disconnected and disjointed. In spite of this, the Schieblock building has become a home for creative enterprises. Cheap rents and like-minded neighbors who didn’t mind noise, smells or construction activity made the building appealing. The ground floor of </span>Schieblock contains various IABR related exhibits. The proposals offered at IABR are sometimes exercises in irrational exuberance, with suggested forms of universally applicable engagement that are by turns romantic or positivistic, but they are not without value. The Schieblock itself is undoubtedly some of the IABR’s larger points realized, about who and what it takes to “make city.” It is provocative, however romantic and limited it is as a broadly applicable response to urban issues.</p>
<p class="MsoNormal"><span lang="EN-US"> </span></p>
<p class="MsoNormal"><span lang="EN-US">The last in the series of main IABR nodes is at the so-called “Mini Mall.” Located in an area behind the unfortunate rotary at Hofplein, it is anchored by a restaurant/bar/club “The Bird.” An early pioneer in this (almost) rediscovered area, The Bird is not an official part of the IABR. However, restaurants like The Bird deserve attention for their pragmatic city making function, and for helping to make the third node of the NAI viable. Inside of the Mini Mall, alongside informal and formal commercial offerings is an exhibition by Wouter Vanstiphout, chair of Design as Politics at TU Delft. He and his students present a no-nonsense exhibition of political turning points and crisis situations that unfolded in space and time. The clear message is that not every spatial action is sanctioned and not every political movement is choreographed. Incorporated into this display are some project proposals, one of which is for “big box” stores like IKEA to become occupants of vacant urban buildings, with public measures for added benefit. Cheap rents for creatives are not always worth more than the value of vacancy as a tax write-off for developers. At Mini Mall we see the unromantic but real social and economic pressures that exist in the city. </span></p>
<p class="MsoNormal"><span lang="EN-US"> </span></p>
<p class="MsoNormal"><span lang="EN-US">The real economic factors involved in “Making City” were the most unspoken but undeniably present aspect. Ole Bouman, director of the NAI, opened the press conference by reminding everyone that the current economic conditions in the Netherlands (and worldwide) threatened vital cultural institutions and activities. This was certainly difficult for some people to stomach, but it is what the entire Biennale dances around – or avoids – quite cleverly. There’s space for romantic and fanciful ideas, but reality must be acknowledged however unpleasant, especially if architecture will engage with political forces and financial systems at a level high enough to truly impact the making of cities.</span></p>

IFLA is interested in photographs and videos that show “Landscapes In Transition” of everyday life. IFLA is looking for informal and spontaneous landscapes in transition made by communities or individuals which show how they deal with a changing world. Inspiration needed?
“All landscapes are in various states of transition, being changed by various forces and processes over time. Humankind inherited a world of natural processes and forces which created the landscapes that people first inhabited. Through dynamic interaction people have altered their environment by cultural practices which have in turn themselves been fundamentally shaped by the particularities of that environment. Three often referred to categories of landscape which arise from the dynamic relationship between humans and their environment are natural-, cultural- and urban landscapes.”

This issue is concerned with new projects that add something to the city. In Oslo an opera house has given a new impetus to a neighbourhood and created a new category of urban space. Culturescapes can take the form of a square, like in a multifunctional space in Innsbruck, or a park in Copenhagen, where the aim was to facilitate multicultural connections. For the fifth time, the best private gardens from all over the world are honoured in the open international competition “<link http://www.privateplots.at/en/award.html>best private plots 12</link>.” The prize acknowledges exceptional achievements in the design of sustainable private outdoor spaces and gardens as a space for creative expression and action, and as contemporary dialogue between architecture, ecology, and landscape. The award's criteria include: idea, artistic and conceptual quality, ecological quality, use of plants and materials, relationship between inside and outside, delimitation of space and organization of open space, and sustainability. Special attention will also be given to diversity of individual uses and functionality.<br />Deadline for entries: June 4<br />Award ceremony: September 29 at the international symposium “public spots on private plots” in Klosterneuburg, Austria.<br /><br />]]></content:encoded>
